Everything else will respawn except the specific dino type in question ... because the command he sent me to kill all the gigas still on the server was DestroyAll Gigantosaurus_Character_BP_C ... ….

As an admin of an ark cluster the only time destroywilddinos gets used on my cluster is if an admin is goofing around never is the command seriously used. The reason the dinos in your server are staying at those low levels is because dinos do not despawn in singleplayer, non-dedicated servers, and dedicated servers, or at least if they do, it takes a very long time. So, all the dinos that were level 20 and below from when the server was at .05 are still there.
