I had cleared out the Saints camp, but I hadn’t talked to Risaad. So I talked to him and then headed to the Seducers camp outside of Fort Kastav, killed the leader, read his journal, and that fixed the quest for me. Edit: Solution: reload an earlier save before killing of the last saints. This allowed me to kill the seducers. No new issues have appeared so I'll just recommend everyone to first do the two camps before going for the second camp for both groups.
