Recon, Marine, and Cataphract are fine if I can get my hands on them. Most colonists don't need to deal with movement penalties, but haulers, cleaners, and builders get priority for recon armor. Moving into the mid then late game everyone just gets suited up into Cataphract armor. I'd rather everyone survive raids with as few injuries as possible.Repairs are mainly based on crafting skill and require materials to complete.
