You can get the reward from him while the quest is still running and then kill him to get the other reward though.As others have mentioned, Saadia would face no penalties for being critical of the Thalmor or Aldmeri Dominion in Hammerfell. If you kill Saadia in front of Kematu, Kematu will say something like "You ruined all the work we put into capturing her!", implying the Alik'r really did want to capture her for a fair trial and not kill her outright.

May 10, 2017 · Contains spoilers for In My Time Of Need quest. I sold out Saadia to Kematu early in my playthrough and now she isn't at the inn. I'm later in my playthrough and I realized I should have sided her with her. I would rather have more NPCs around, not less. I want to get her back, but I also don't want to rollback all my progress by going to an earlier save. Is there a way to get her back through ... Kematu claims that Alik'r are after Sadia, because she is a traitor, who sold city to Thalmor during war. Aside from her assumtion that you don't know recent history/political situation, she also seems suprised when you tell her that Alik'r are in Whiterun, then in next phrase she just tells you that there is one Alik'r in prison.
